MTS operates as the incumbent telephone company in Manitoba.  Allstream operates as the number one competitor to the other incumbent telephone companies in the business markets in the rest of Canada.  Where Allstream serves customers in Manitoba, it is subject to the regulations that are applicable to MTS.
